PC Systems Realty Company was founded in Tampa, Florida, in 1986 by Mr. Paul Chay. Mr. Chay, a licensed Realtor, is one of the earliest Certified International Property Specialists in Tampa. His international sales have involved investors form Taiwan and Kuwait. His international leasing business has included tenants from China, Mexico, and Honduras. Mr. Chay specializes in land, acreage, groves and ranches. His background further includes apartment building sales and office building leasing.

In 2001, Mr. Chay founded www.landbluebook.com, a web site specializing in land around the world. "It will certainly save a lot of time and effort with everything collected in one place, and that is my motivation for creating LandBlueBook" . mr. chay remarked.
